GTK styles do not apply to non-logged in users

Bug Description
When logged in as user A, and running a GTK application as user B, the application of user B is not themed even though both users A and B have their GTK+ style set to QtCurve.
The QtCurve theme works fine for user A. And when logging in as B, QtCurve also works for user B.
