[PATCH] Fix setting locale in Kazam's UI

Kazam UI is not fully translated on non-English locales

* Generate a non-English locale
* run:
env LC_ALL=<locale> kazam
* see that its UI is not fully localized
* apply this patch and rerun kazam with non-English locale

Regressions are not expected, this patch has been used in other Linux distributions (ROSA and ALT) for several months already.

This patch fixes setting the locale of Kazam's UI.
Without it, Kazam 1.4.5 does not use localizations and is in English on systems with any locale.

Accepted kazam into disco-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/kazam/1.4.5-2.1ubuntu0.1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.
