Support Depends-On with kolla

We can use Depends-On with Kolla-Ansible patches but it does not currently work with Kolla. This is because we are using the latest kolla published images. For this to work we need to:

- Build kolla images locally (or investigate whether or not we can use the intermediate zuul registry)
- Use locally built images

This will improve the developer experience so we do not have to rely on an upstream kolla patch to be merged before we can test a kayobe change that relies on it.
