Download Issue on PDFs in Chrome

Bug Description

I believe this is a Chrome specific problem. Additionally, the issue seems to be with newly uploaded PDFs only. If you upload a new PDF or try to add a new version of an existing PDF, Chrome throws a multiple headers error (see attached screenshot). You can see the error on this file: https://karl.soros.org/communities/strategy-budget/files/budget/2019/appendices/appendix-2_budget-overview-sample-with-category-of-work-geography-and-concepts-tables.pdf/. The view link works in Chrome, it's just the download link that throws the error.

I can download or view the same file in IE and Firefox without any issues.

Can you take a look?

Can you attach a PDF that's known to break staging....or maybe it's all PDFs?

Weird, it doesn’t generate an exception in the log. Carlos, can you take a look?

It is chrome specific. There was no exception log because the response from the server was correct, except there was a comma in the content-disposition header that triggered Chrome's error message (this is to protect from some attacks). Adding quotes to the attachment filename solved it.
