Get KARL on Newt with correct A/B/C

Move KARL off of its pre-Newt status, migrated to code/tables for the released version of Newt. Also, get KARL into the correct Plan A/B/C approach (partial async indexing, etc.)

Jim, is it safe to say that tomorrow's deployment closes this one?

There's one last bit, which is to decommission the json updater and remove object_json.

I suggest removing the updater in the next deployment and I'll add an evolution to get rid of the object_json table later. We have to get rid of the updater first, or the updater will recreate the table.
