Set the permissions on the archived stub community with message

Bug Description

Once a community is archived and content/membership is removed, we leave behind a community "stub". This stub should not be searchable or listed in Communities. However, if you know the URL, any KARL user can get to it.

The community overview should change to say:

This inactive community has been archived. To obtain access to the archived version of the community, please send a support request to <email address hidden>. Thank you.

Any Karl user, or any Karl user that previously had read access?

I think by the time we have the stub, we've wiped out the membership list. Otherwise, "My Communities" for a member would still show the community, as would other places (Profile -> Manage Communities.)

Well, we can bake the ACL before removing the membership list.

The community overview now uses a template which uses the 'admin_email' setting to fill in the email in the text provided above.

I also retain community membership so that I can still restrict view access on the community to people who already had view access. I explicitly remove, with an 'if' statement, any community with an archive status from 'My Communities'.
