Provide OpenSearch view with full-text on OSI karl.peopledir

From the backlog, OSI would like to bring back a KARL 1/2 feature, where Jonathan provided an OpenSearch view for people with the browser extensions. In a nutshell, it allows configuration of your browser to allow searching for, say, people's phone numbers without changing the current URL.

For now, this feature is limited to OSI's karl.peopledir. Later, when we converge, we'll learn more about how people are using it (for now, only a few power users at OSI use it) and decide what form it should take in the core.

Note that achieving this also means getting a text index into karl.peopledir with a text box for searching (which is an enhancement users will really like, OpenSearch aside.)

Remember to put some tests in before doing a commit.
