Facility for combining JS resources for production

Investigate how to combine JS and perhaps CSS resources for deployment while preserving a way to do development. Goal is to have fewer requests.

Because we have long-caching, the priority of this isn't as high as it normally would be. Thus, we aren't aiming for perfections. In fact, we can avoid certain optimizations (minification) to allow other goals (able to debug in production because we didn't minify.)
