Bug Description
In KARL2 we had:
Tags: _tag1_ (_3_), _tag2_ (_1_)
The counts showed how many people tagged the resource. The numbers for the counts were hyperlinks to a screen that showed who else tagged the resource.
We need the counts and the URL to go to for the count available in the JSON for each tag. We then need this to appear in the "caplet" (bubble) for each tag.
