On the All Communities page, the "letter filters" do not honor permissions

Bug Description
On the All Communities page, only the communities that this user can access, are listed.
There are letters on the top where you can click to see just the communities starting with a given letter.
Of these letters, only those should be a link, that has actual communities. But now, the letter becomes a link even when there are communities that the user does not access. Apparently when we calculate "which letter should become a link", we consider all the communities and not just the communities that we can actually list for the user.

I tested this on ux1, but it is probably the same on ux2 too.
