Implement Forbidden and General Error screen for UX2

The Forbidden page that you see when you click on something you don't have permission to see is still in the old UI style.

This probably applies to General Error as well.

The styling is pretty ugly on this. I'm about to attach a screenshot. Certainly needs the bigger logo that Blaise is doing for login. But also, some centering of the General Error, maybe something more.

Blaise, is there a reason that Login and General Error have one styling, and Forbidden has another?

At this point I'm not going to re-open, was just curious.
