Failed to install karbor with devstack cause of tox

Bug Description

When i use devstack to install karbor in allinone node, got error
++/opt/stack/karbor/devstack/plugin.sh:configure_karbor:118 cd /opt/stack/karbor
++/opt/stack/karbor/devstack/plugin.sh:configure_karbor:119 tox -e genconfig
/opt/stack/karbor/devstack/plugin.sh: line 119: tox: command not found
+/opt/stack/karbor/devstack/plugin.sh:configure_karbor:1 exit_trap

I think the tox must be installed auto.

Hi,Eric, I got error: tox: command not found. Why did you set the problem is Invalid ?
