Bug Description

Tempest test
heat_tempest_plugin.tests.functional.test_lbaasv2.LoadBalancerv2Test.test_create_update_loadbalancer

Fails with key error
KeyError: 'connection_limit'

Discovered that v2 LBaaS listener does not populate 'connection_limit' property in response to get/update calls.
