5.1 Build 418 contrail-command

Updating the existing policy not getting reflected in the routes

1)Created a routing policy with add_community 64512:2000
2)Attaced policy to Virtual Network and able to see routes with 64512:2000
3)Updates the policy with add_community 64512:3000
4)Not able to see the routes with new community value 64512:2000

As a work around
1)Remove the existing routing_policy in network and save the changes
2)Add the routing policy again to the Virtual Network

This is happening with other community attributes as well like add_external_community,set_commnity etc
