Bug Description

Using R3.2

With a DB containing ~1500 SGs it takes ~60s for the schema to initialize them (on my laptop).

The problem is that the ACL hashes are always different between runs so all ACLs are updated.

Make hashes stable

None hash is not the same between python runs when address
randomization is enabled.
