CVM reconfigures VLAN override without checking

Bug Description

Everytime a portgroup is being synchronized in CVM, its' configuration is being changed to allow VLAN Override. When dealing with a portgroup with VLAN Override enabled, there should be no reconfiguration task.

Check if VLAN Override is allowed

Instead of applying VLAN Override policy change everytime a portgroup is
being synchronized, check and update if necessary.
