Bug Description

Make it possible to print out some unit test internals (xml and log paths in particular) so that other tools can parse them after test run and report back failures.

Expose unit test details to other programs

Add a switch --describe-tests to our SCons that prints out a list of
unit tests for the given targets, formatted as JSON Lines.
