Packets drops when multiple ports are configured on the logical interface (vlan)

Bug Description
When multiple ports (VMI) are configured over the same logical interface (vlan) packets are dropped. This is happening for both type of services L2 and L3 services.
To replicate this issue it is just requires to install Contrail 5:
- add an interface to vrouter
- configure a logical interface on a vlan
- attach multiple VMI of the same virtual network in the logical interface
- add clients ( for example using linux namespace) to validate if traffic works in both directions.
