It seems the fqname is not properly calculated.

[config] Associate scoped tag to a project

Fix code to compute a scoped tag fq_name when it is associated to a
resource.

[config] Get a copy of the fq_name list

The VNC Cassandra library cached a mapping from UUID resource to FQ name
in a python dict. This patch ensureq to provide a copy of the FQ name
python list to not corrupt the cache.
