Vcenter-as-compute: 16-04/newton: VM launched on Esxi compute not getting IP

Version: 4.0.1.0-64-newton
Topology: 3node HA with multiple computes (multi-cluster Esxi) & Kvm

This issue not seen in Mitaka with latest Sachin fixes and issue seen only Newton.

Sachin debugged the setup and setup in problem state.

guest VM launched on KVM compute good working and issue seen on esxi clusters only.

The vcenter plugin fails auth against api-server due to auth_url
not having trailing '/'. Add trailing '/' to the plugin config.
