Need to specify 'pass' as default simple_action for policy rules

Bug Description

Right now the test infra sets None as default simple_action which is not a valid value hence the routes are not getting leaked.
Update the test infra to make 'pass' as default action.

Sanity Testcase failing due to the same
TestSVCV2Mirror.test_svc_v2_mirroring

Specify default simple_action for policy rules

1]. Get the action list dict and update value for simple_action.
2]. Pass the simple_action while configuring policy.
