EVPN VXLAN: Contrail should be modeled to allow associating TSN to Physical Router alone without Tor Agent

Description:
With EVPN VXLAN solution we still need TSN for a TOR but there will be no TOR Agent. TSN will be used as DHCP and DNS server for BMS.

Today UI only allows associating virtual routers configured as Tor Agent. Then TSN can be configured for a respective TOR Agent. This schema should be changed.

TOR can have TSN added as virtual router alone without any Tor Agent

TSN alone use case has to be supported from vrouter, accordingly ui will be changed.

The use case will work. In UI, generic physical router creation should allow association with only TSN vrouters (without any TA). Additionally, can consider adding a new pop up for EVPN peered TOR and allow only TSN vrouter objects to be linked along with Netconf parameters or have these options under Netconf Managed Physical router.

Changes to add tsn alone for epvn tor from ui

Provided option in Netconf Physical router create to add tsn virtual
routers based on EPVN Peered TOR checkbox.

Added TSN option to virtual router dropdown in generic physical router
and when choose this will show only TSN(s).
