Bug Description

In mainline 3062 mitaka not able to aceess contrail-ui

webui-port 8080 not mapped to 10080

When tried with 10080 able to login

Looks like haproxy config does not get pushed to haproxy.cfg
So reverting back the changes from port 10080 to 8080
