Ubuntu-16.4 systemd service file support for contrail-tor-agent

Ubuntu 16.04 is moved to systemd support from event based upstart method. It requires changes in contrail-tor-agent module to align with systemd service.

Ubuntu-16.4 systemd service file cleanup for contrail-tor-agent

Closes-Bug: #1679460

Ubuntu 16.04 is moved to systemd support from event based upstart
method.
- cleanup the dynamically created .service file for the deleted
contrail-tor-agent nodes

It requires the corresponding service file need to be addeded
dynamically for the added tor-agent.

Ubuntu-16.4 contrail-tor-agent support in contrail-status

Closes-Bug: #1679460

contrail-tor-agent nodes will be added dynamically. The list of added
tor-agent nodes will be tracked from systemctl list-unit-files.
