Bug Description

In a layer-2-hierarchical/legacy topology, the same vrouter would be shown (in Contrail UI) connected to multiple physical-switches. Condition:

-- access switch has the MAC address of the compute
-- distribution switch has the ARP of the compute

Seen in 3.2.0.0-19~kilo

Attach physical topology (no UI snapshot), specifically the L2 configurations.

Generally for us Access upwards it should be l3.
