dependent packages are not upgraded during contrail upgrade

Block live migration is not working after contrail_upgrade (and storage_upgrade) from r3.0.3.2-15 kilo to r3.2.1.0-22 kilo.

DE has found that this is due to packages not updated to the latest version with the upgrade:

During upgrade, only the contrail-* packages are updated. The 43 dependent packages that were supposed to be updated were not installed.
