Bug Description

contrail-vrouter-agent-health-check.py has 2 different issues related to its packaging.

1. This script has to be installed on VRouter nodes (compute) but it is packaged in the contrail-config-openstack package that isn't installed on compute nodes and cannot become a dependency for vrouter deployment.

2. VRouter Agent is looking for this script in the /usr/share/contrail-utils folder:

however, the script is installed in /usr/share/contrail folder

NOTE: In Ubuntu, this script is included in a dedicated package (contrail-utils) and installed in the right /usr/share/contrail-utils directory.
