Bug Description

Desired behavior is for LOG_DISABLE to disable all logging in unit tests.
This seems to have changed from 3.0 onwards.

This is a bit of a pain when running tests inside gdb. Can we
please fix it? It's fine we need to introduce a new environment
variable like UVE_DISABLE if necessary.
