HC: dhcp doesnt work if hc fails

Have attached PING health check to the VMI
Brought down the interface (ifdown) and saw that the route been removed
After a while brought up the interface and was expecting dhcp to work and dhcp request fails.
Only way to recover the ServiceVM is to remove the HC obj

Allow DHCP to go through when bridging is disabled

Issue:
------
For an Interface with Health Check down, agent disables
bridging for it. further pkt module looks for bridging
enabled to allow DHCP to go through, cause a dead lock
and health check will stay in failed state unless
removed and re-added

Fix:
----
Allow DHCP request to go through even if bridging is
disabled
