VxLAN encap'd packets dropped by Agent if ECMP route exists to source

Bug Description
Dual MX advertising ECMP route to agent. BMS connected directly to MX cannot reach VMs as agent sees a ECMP route back to source and therefore tries to route the packet. However, VxLAN packets (which is what MX sends to vRouter) are only bridged, not routed at the moment. As such the packet is dropped.
TOR/BMS use case is not impacted by this.
