lbaasv2: FIP disassociate and associate doesn’t add the fip refs to the right vmis

Bug Description

FIP disassociate and associate to vip port doesnt add fip refs to the SI right VMI interfaces. However i do see the same under the master vip port

The initial fip associate worked fine.

using 3.0-2698 kilo build

LBAASv2: FIP disassociate and associate

FIP disassociate and associate to vip port doesnt add fip
refs to the SI right VMI interfaces. This is because the
code refered only to the virtual_ip link from v1. We need
to add link to loadbalancer for v2.
