Bug Description

setup_cmon_param_zkonupgrade shouldnt be executed on non-HA setups.

Regress of https://github.com/Juniper/contrail-fabric-utils/commit/1e946157a9f5411cefaaf1f0bc98bbebcc6b514a

setup_cmon_param_zkonupgrade should be split to _node like other tasks(like setup_cmon_schema)
