Bug Description

tcutils/templates/pktgen_template.py contain bash code not python code, so it should have .sh extention.

Also pycompile contrail-test would error out as it had bash code.

$ pycompile contrail-test

 File "tcutils/templates/pktgen_template.py", line 3
    modprobe pktgen
                  ^
SyntaxError: invalid syntax
