Bug Description
For control node, the cpu and memory uves are removed from the BgpRouterState and are now picked from the ControlCpuState on mainline.
But for others, we are still sticking to fetching these values from ModuleCpuState/
Since these values are anyway redundant, can we keep this consistent across nodes?
