discovery should decouple oper and admin states

Bug Description
Discovery server has administrative state of each published service that can be used to bring the service up or down by administrator. It does not have operational state under the control of service itself. There is a need for some publishers to keep its state down until multiple conditions have been met. When that happens, publisher will mark its operational state up. Thus operational state and admin state are independent. This is currently not supported by discovery server.
