Scale: Rate of VN/subnet add depletes as the no of vns increases

Bug Description
Create via neutron cli times out as subnet-create would take about 90s since it would do net-list to figure out the net-id(irrespective of tenant), however via neutron api subnet-create takes about 30 secs on a scaled system.
Rate of vn/subnet add has to be constant
1st VN+subnet add takes about 0.25s and the 50000th vn+subnet takes about 30s
avg:
180 vns = 59s (~3 per sec)
1800 vns = 3060s (~0.6 per sec)
50k vns = take about a week
