1].Created 2 service chains as below :

l-vn <-----> transit-vn
transit-vn <-----> r-vn

2]. Enabled transit flag on transit-vn.

3]. Disabling the allow-transit flag on the transit-vn is failing with the following error :

AttributeError: 'ContrailVirtualNetwork' object has no attribute '_resolve_runtime_data'

The setup is intact.

fix handle_update method to not use any common code.
so it is portable across openstack releases.
