Iproute and haproxy packages need to be installed on compute node, for LBAAS and SNAT features.

Iproute and haproxy packages need to be installed on compute node

Based on enable_lbass flag install iproute and haproxy on compute nodes.
Also set collector inforamtion in nova.conf.

contrail-vrouter-agent.conf needs to be updated for lbass to work.

Testing:
Ran the below fab test to determine if lbass is working.
fab
run_sanity:neutron,scripts.neutron.lbaas.test_lbaas.TestLbaas.test_lbmethod_round_robin
