Bug Description
Following are the sequence to reproduce this bug
1. Create a test-net
2. Create a subnet for test-net
3. Create a port
4. Take the mac-address of port create in (3) and create another port with --mac-address= to the taken value
5. (4) operation succeeds
There should not be two ports with the same mac-address in the same network.
