Bug Description
Contrail networking 4.1.0 with Canonical Openstack/juju charms.
Contrail networking 4.1 deployed with juju charms from master from https:/
After juju reports all units of all services as active it can be seen that database nodes and analytics nodes are not provisioned in global system config if Contrail.
