Bug Description
Let testr be aware of sanity testcase runtimes
Without testcase run-time info, testr scheduling of parallel tests could result in unpredictable run-times
times.dbm is a prepopulated anydbm file which testr manages to figure out how to schedule parallel tests.
With this knowledge, it is seen that parallel sanity tests( 4 in parallel) completes in a little over an hour (~4200 secs)
Also, add a tool to manually add/delete testcase run-times into the db
