K8s: contrail-vrouter-compiler package not present in Contrail 4.0.X build 22/23

Any reason why we removed vrouter-compiler package from the tgz in build 22/23? Installation is failing due to this.

Yes. Making sure these packages are present in tgz’s requires a manual post-build step
It was done last week for 22 and 23
