storage provision of 16.04.2 cluster failed with unmet dependency

With patch to https://bugs.launchpad.net/juniperopenstack/+bug/1694495, r4.0-14 newton provision of 16.04.2 storage cluster failed with unmet dependencies.

Previously some packages were available from iso. Now iso
access has been removed and all the dependent packages needs to be there
in contrail-packages.

Following packages are added for ubuntu14/16
hdparm
uuid-runtime
Corresponding package files are copied to cache.
For Ubuntu-16
hdparm_9.48+ds-1_amd64.deb => /cs-shared/builder/cache/ubuntu1604/newton/snapshot-04042017/storage/xenial/main/
