Bug Description

Neutron lb-member-list returns empty set for non-admins (also if LB members are created). This is caused by a wrong UUID being passed to the Contrail API. OpenStack UUIDs may be without hyphens, but Contrail API expects them with hyphens.

Bug #1679467 Convert OpenStack UUID to Contrail API UUID

Openstack project IDs don't necessarily contain hyphens, but the
contrail API expects hyphens.
Convert the UUID before passing it to the Contrail API.
