no indication of error if netns_availability_zone is not correct

Bug Description

3.0 Build 2522 Ubuntu-14-04 multi-node setup

In contrail-svc-monitor.conf, i gave
[SCHEDULER]
analytics_server_ip=10.204.217.7
analytics_server_port=8081
netns_availability_zone=netnszone

where netnszone is not really created in nova yet.

No netns instances are launched then which is ok. But , there is no indication anywhere (logs/UI) that the availability zone is not found
