Bug Description

In a split-DB topology, config-DB does not come up on as the Cassandra files are re-written to default. We need to call the fixup_cassandra functions from upgrade_config node as well.

This issue was seen while upgrading from 3.0.3.1-7 to 3.2.0.0-19, but we'll run into this issue while performing fab upgrade on any setup which is configured in a split-DB topology.
