Bug Description

When VM doesnt respond to ping, the interface is made inactive. The interface in vrouter is set with VRF id of -1, causing the health check to never pass.

This problem is seen only with L3 only VNs.

Retain the VRF and policy flag on the interface when HC fails.

In case of L3-only network, the VRF and policy flag are being reset when
HC deactivates an interface. Change this to retain these values correctly.
