Launching of VMs getting failed

Setup 3.1.1 Kilo build 41

Not able to launch VMs
Error: Failed to perform requested operation on instance "test_vm1", the instance has an error status: Please try again later [Error: Build of instance 9d9b966e-fe0d-4bb6-82e2-0d41d2759171 aborted: Could not clean up failed build, not rescheduling].

Attaching nova and neutron logs seeing authentication problem

Fixes: Launching of VMs getting failed

In Kilo, the neutron auth_url should be mentined as admin_auth_url.
It is changed to auth_url in Liberty and later releases. Because of this,
the auth_url is poitning to the default value localhost:5000.

Fix is to set the neutron auth_url based on the release.
