VM not reachable after applying qos-config on the interface

Bug Description
R3.1.0.0 2738 Kilo
Below qos config was applied on a VM's interface
FC id 1 was created with dscp remark value of 10
qos config :
{
dscp : { 1 : FC id 1}
}
This was applied to one of the VMs port.
The VM was then unable to reach anyone or resolve any arps( No-L2-route drop-counter increments)
In vrouter, the vif had a vrf-id of 65535. Looks like not all config for the interface was downloaded to vrouter

Per discussion with Naveen, he planned to make changes so that even if qos config does not get downloaded for any reason, rest of interface config gets downloaded to vrouter
