R3.1.1.x - kilo - setup.sh fails while installing contrail-setup due to unmet dependency

setup.sh fails while installing contrail-setup package due to unmet dependency of python-pip on R3.1.1.x build1 kilo. The problem is not seen for liberty and mitaka.

Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
 contrail-setup : Depends: python-pip but it is not going to be installed
E: Unable to correct problems, you have held broken packages.
/opt/contrail/contrail_packages/setup.sh: line 56: pip: command not found
